LOCAL EMERGENCY MANAGEMENT PLAN
for Sunset Bay & Hanford Bay
SUMMARY
The Town of Hanover maintains a Local Emergency Management Plan for the areas known as Hanford Bay and Sunset Bay. These areas are prone to recurring emergency events due to Cattaraugus Creek ice-jamming and spring flooding conditions, Lake Erie storm events and the potential for railroad related incidents.
The plan is managed by the Town Emergency Services Committee whose membership includes the Disaster Coordinator, Assistant Disaster Coordinators, the Town Supervisor, a Town Councilperson and a representative of the Chautauqua County Sheriff.
The plan incorporates the National Incident Management System (NIMS) as the basis for all incident management in the Town. NIMS provides standardized procedures for managing personnel, communications, facilities and resources for emergency preparedness and response on the local, state and federal levels.
The Local Emergency Management Plan utilizes local & regional fire departments, EMS and police agencies, the Red Cross and their designated shelters and the Chautauqua County Office of Emergency Services.
The plan is amended and updated on an ongoing basis. The emergency procedures utilized are contingent upon the location, related conditions and type of incident and is implemented upon the direction of the emergency responders on site.
LOCAL CHAIN OF COMMAND
- Town Supervisor - Katherine Tampio - as chief executive officer may declare a Local State of Emergency "to protect life and property or to bring the emergency situation under control."
- Deputy Town Supervisor - Richard Slawson - may act in the absence of the Supervisor
- Disaster Coordinator - Highway Superintendent Steve D'Angelo - implements the Local Emergency Management Plan and coordinates communication and delivery of emergency services with the respective emergency agencies.
- Assistant Disaster Coordinators - Bob Davis, Jeff Smith, Larry Lazarczyk - may act in the absence of the Disaster Coordinator
- Deputy Highway Superintendent - Tim Domenico - may act in the absence of the Highway Superintendent
- Police - Chautauqua County Sheriff
- Fire Departments - Sunset Bay Fire Dept., Irving Fire Dept., Silver Creek Fire Dept., Hanover Center Fire Dept., Forestville Fire Dept.
EMERGENCY OPERATION CENTERS All centers are equipped with emergency generator, radio, cellular and internet communication equipment

- Incident Command Vehicle - with emergency communication and rescue equipment as movable on-site command center and information relay station for emergency responders
- 6X6 Rescue Truck - utilized for flood rescue and equipped with specialized emergency equipment
EVACUATION PLAN
- Public Notification System
Reverse 911- land line phone notification of emergency instructions implemented by Chautauqua County Emergency Services
Siren Blasts - implemented by Sunset Bay Fire Department
Door-to-Door - implemented by on-site emergency personnel
- Emergency Access Route - a private, gated, emergency route between Sunset and Hanford Bay off Ohio St. in Sunset Bay and Middle Street in Hanford Bay. The gate may be opened under emergency conditions activated by the 911 system or upon the authority of the Town Supervisor, Town Highway Superintendent or the Chautauqua County Sheriff when railroad crossings are blocked. Keys to the locked gate are held by the Highway Department, Sheriff, Sunset Bay Fire Dept. and Silver Creek Fire Dept. and Ambulance Squad.

- Traffic Management - a traffic management plan has been developed in conjunction with the New York State Police, the Chautauqua County Sheriff, Chautauqua County Emergency Services and the local fire departments. The plan provides several evacuation options specific to location and type of emergency incident. Detour signs will be placed and emergency personnel will be on site to direct traffic during localized evacuations. (Note: special consideration has been given to the plan that recognizes the seasonal increase of residents and visitors in the bay areas as well as the possible access limitations due to train traffic)
- Evacuation Shelters - Emergency evacuation shelters are activated by the Red Cross. Evacuees will be given direction to the nearest shelter.
